Enabling Transformative Change for Biodiversity in Europe: From Values to Action. This policy note synthesises findings from the Horizon Europe PLANET4B project to show how transformative change for biodiversity can be achieved through implementation. The growing urgency of climate change and biodiversity loss is driving major international commitments to expand and align finance for both agendas, including the Convention on Biological Diversity (CBD) target to mobilize USD 200 billion per year for biodiversity by 2030 and the United Nations Framework Convention on Climate Change (UNFCCC) new goal to scale climate finance to USD 300 billion annually by 2035, leveraging up to USD 1.3 trillion. As countries update their national biodiversity strategies and action plans (NBSAPs) and nationally determined contributions (NDCs), private finance is increasingly recognized as essential for closing funding gaps and delivering integrated, nature-positive and climate-resilient outcomes. This scoping document highlights four key entry points for greater collaboration between governments and financial institutions: carbon markets and nature-based solutions, transition planning, public-private partnerships, and integrated risk management. The document also emphasizes the need for coordinated policy frameworks, such as joint sustainability taxonomies, to enhance efficiency and impact. The recommendations aim to support upcoming global negotiations, particularly the CBD resource mobilization strategy for 2025–2030 and discussions ahead of UNFCCC COP30.

Led by UNEP FI and the Centre, this discussion paper intends to solicit feedback from banks and relevant civil society bodies on a proposed approach for banks to set impact targets for nature. The approach is built to provide guidance for banks aiming to reduce negative nature-related impacts, thereby, contributing to the vision, ambition, goals and targets of the Kunming-Montreal Global Biodiversity Framework (hereafter ‘the Global Biodiversity Framework’). By fostering feedback on: the proposed approach, challenges and limitations to the approach, and proposed solutions to the stated challenges and limitations, this paper aims to support the development of strategies for banks to improve the state of nature. The effort intends to lead to a workable approach that should enable banks to increase their ambition as it relates to their impacts on the state of nature. In addition, through discussion and feedback on the approach, UNEP FI hopes to build a repository of global examples of banks taking action to address their impact on the natural world.

The Pilot Project for Mapping Environmental Sensitivity to Hydrocarbon Impacts in the Colombian Caribbean was launched as a strategic response to growing environmental risks from offshore hydrocarbon activities and maritime transport. Its main goal was to create a technical tool based on the best available scientific and technical data to support planning and response to potential hydrocarbon pollution incidents across coastal and deep-water areas. The project was jointly led by the Centre and Colombia’s Ministry of Environment and Sustainable Development, with support from the Norwegian Environment Agency, under the Oil for Development program funded by NORAD. To develop the sensitivity maps, the project applied the MESA (Mapping Environmentally Sensitive Assets) methodology—an approach that enables the visual identification of areas most vulnerable to hydrocarbon impacts, integrating ecological and socioeconomic factors. These maps are crucial for strategic planning, informed decision-making, and emergency response. Key Colombian institutions—such as the General Maritime Directorate (DIMAR), National Hydrocarbons Agency (ANH), National Environmental Licensing Authority (ANLA), and INVEMAR—provided critical technical inputs that supported the collection, validation, and analysis of spatial data. In total, the project collated spatial data for 44 ecological units, including species, coastal and marine habitats (both shallow and deep), and fishing activity zones, all validated by experts. A series of expert workshops guided the integration of geospatial data and sensitivity criteria, enabling the creation of maps that reflect the relative environmental vulnerability of different zones. An advanced approach (MESA+) was also used to refine spatial integration and improve the accuracy of results. These maps build upon previous work by DIMAR and expand the analysis to deeper waters, incorporating an ecosystem-based perspective. For the first time, environmental sensitivity to hydrocarbon impacts has been mapped for key ecosystems and species that represent the region’s biological richness and support local economies such as fishing and tourism. The results identify highly sensitive areas—including coral reefs, mangroves, and marine protected areas—and highlight priority zones for conservation and risk management.

This report examines the role of private finance sector in biodiversity and how governments can help mobilize resources, both to seize biodiversity-related opportunities and to align financial flows to halt biodiversity loss. It puts forward options for both governments and private financial institutions to strengthen private resource mobilization and deepen engagement, with the aim of channelling private finance in support of the Framework. Specifically, the report explores these options in the context of the update, revision, and implementation of national biodiversity strategies and action plans (NBSAPs) — the key policy instrument for countries to implement the Convention on Biological Diversity (CBD) and the Framework at the national level. It also considers the synergies between nature and climate, drawing on lessons from climate finance that are relevant to scaling up private finance for nature.

Submarine fibre-optic telecommunication cables form the backbone of digital communication infrastructure that provides a foundation for society, connectivity, and commerce. In 2009, the International Cable Protection Committee (ICPC) and the Centre report “Submarine Cables and the Oceans: Connecting the World” evaluated the impact of submarine cables on the coastal and marine environment. Since the report’s publication, approximately 700,000 additional km of submarine cables (a ~65% increase from 2009) have been installed. The footprint of blue economy sectors such as ports and harbors is also increasing (Carter et al. 2009). In this context, it is important to revisit the question: What impact do cables have on coastal and marine biodiversity and what are the best ways to minimize and mitigate any negative impacts?

This document highlights why biodiversity information is important for effective decision making, conservation efforts, and achieving Sustainable Development Goals. It emphasizes adopting the FAIR and CARE principles as a means to accelerate action by different actors. Stakeholders rely on biodiversity data for decision making, monitoring, understanding biological resources, and producing science. So, sharing biodiversity data openly and freely can reduce the cost associated with collecting, managing, and storing data. And it also can increase availability and contribute to adopting international best practices. In this document, four main clusters of barriers to biodiversity information sharing are identified: technical gaps, funding gaps, lack of data availability, quality, and usability, and governance instability. Potential solutions are suggested while acknowledging the challenges that exist in finding and tailoring them.

There are material dependencies upon nature found throughout the UK’s financial investment portfolio. The ecosystem services that natural capital assets provide have, so far, not been costed into balance sheets, and this means they are often overlooked. However, we find that at least 10% of the UK’s portfolio of bonds, equities and loans is directly Very Highly or Highly dependent on nature and its services. Additionally, £2.5 trillion or 44% of upstream financial exposures are associated with NACE Divisions with a High or Very High dependency on nature and areas of the world with a fast rate of natural capital depletion – exposing this 44% to considerable potential nature-related risk. This should be a wake-up call for financial institutions and policy makers to take steps to more fully understand the UK economy’s dependencies on the natural world and the risks arising from these.

Monitoring marine and coastal environments is crucial to successfully implement and track the effectiveness of marine biodiversity policy in the European Union (EU). However, critical gaps exist in the availability of the data needed for monitoring. These gaps can impact the effectiveness of biodiversity policy and hinder the conservation efforts for marine ecosystems. The OBAMA-NEXT project aims to address data gaps through the development of novel information products. Developing this toolbox requires a thorough understanding of the data needs that flow from marine biodiversity policy and knowledge of where the major gaps are. This report aims to improve this understanding by identifying key policy instruments and providing a review, analysis and crosswalk of the data needs that Member States are required to report on for eight major European marine biodiversity policy instruments.

In 2017, a Congolese-UK team of scientists discovered and mapped the world's largest tropical peatland complex, in the central Congo Basin, covering an area greater than the size of England and Wales combined. These forested peatlands stretch across the Republic of Congo (RoC) and Democratic Republic of Congo (DRC), and store in their soils carbon equivalent to three years' worth of global greenhouse gas emissions. The ecosystem is a refuge for threatened species, including the world's densest population of western lowland gorillas. Around 5.5 million people live within or around the Congo Basin peatland complex, many of whom depend on peatland resources for their livelihoods. Here, we share our major findings and their relevance to the conservation of this fragile ecosystem.

Fostering synergies and enhancing collaboration and coordination across biodiversity-related conventions is not a new concept, and it has been emphasized in policy and academic discussions since the 1990s (for definition of key terms cooperation, coordination, collaboration, and synergies see Box 1). These discussions originate both from concern over the potential for fragmentation, conflict and the burden on state capacity to implement numerous environmental obligations simultaneously, and from recognition of the benefits that can be derived from enhancing collaboration and coordination. As a result, the issue is regularly addressed under the agenda items relating to cooperation at each meeting of the governing bodies of biodiversity-related conventions (for example at the most recent Conference of the Parties to The Convention on Migratory Species, resulting in decision 11.10). It has also been an issue regularly addressed in workshops organized by convention secretariats and others, including the United Nations Environment Programme (UN Environment).

It shows that the protected area estate worldwide has continued to expand since 2014, both on land and in the marine environment. In fact, the area protected in the marine environment has nearly doubled since 2014. This is partly due to the designation of some very large marine protected areas in many regions. While increases in coverage are an important indicator of the determination of governments to meet Aichi Target 11, covering greater areas will not alone halt the loss of biodiversity. For this reason, this report has a particular focus on the management effectiveness of the world’s protected areas. This is the first time that the UN List has included this aspect as a focus for analysis.

The Collaborative Platform for Making Change was convened to identify opportunities for collaboration between business, governments, science providers and NGOs, in support of the delivery of conservation priorities identified at the 2016 IUCN World Conservation Congress. The initiative consisted of an event series bringing together representatives from 20 business and industry associations, 10 NGOs and intergovernmental organisations and 3 research organisations. The report identifies WCC motions which are a joint priority for the public and private sector, based on a cross-sectoral questionnaire. We discuss challenges preventing the scaling up of business action on biodiversity, and actions needed to overcome such barriers. The country has pledged to cut its greenhouse gas emissions to 37 per cent below 2005 levels by 2025, and intends to reach a 43 per cent cut by 2030. It is the first time a major developing country has committed to an absolute decrease in emissions.

The targets set by the Convention on Biological Diversity in 2010 focused international efforts to alleviate global biodiversity decline. However, many of the consequences of these efforts will not be evident by the 2020 deadline agreed to by governments of 150 countries. Tittensor et al. analyzed data on 55 different biodiversity indicators to predict progress toward the 2020 targets—indicators such as protected area coverage, land-use trends, and endangered species status. The analysis pinpoints the problems and areas that will need the most attention in the next few years.

One of the clearly stated intentions of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) is to bring both “western scientific” and “indigenous and local” knowledge systems within synthetic global, regional, and thematic assessments. A major challenge will be how to use, and quality-assure, information derived from different knowledge systems. We test how indigenous and local knowledge on natural resources in Miskito and Mayangna communities in Nicaragua, validated through focus groups with community members, compares with information collected on line transects by trained scientists. Both provide comparable data on natural resource abundance, but focus groups are eight times cheaper. Such approaches could increase the amount and geographical scope of information available for assessments at all levels, while simultaneously empowering indigenous and local communities who generally have limited engagement in such processes.

The 10 richest centers of endemism cover 15.8% of the world's coral reefs (0.012% of the oceans) but include between 44.8 and 54.2% of the restricted-range species. Many occur in regions where reefs are being severely affected by people, potentially leading to numerous extinctions. Threatened centers of endemism are major biodiversity hotspots, and conservation efforts targeted toward them could help avert the loss of tropical reef biodiversity.

Biodiversity loss is continuing undiminished, and the world failed to meet a target to reduce significantly the rate of loss by 2010 (Butchart et al., 2010). In response to this failure, parties to the Convention on Biological Diversity (CBD) recently adopted a revised strategic plan which contains 20 new targets for addressing biodiversity loss by 2020. Among these is the commitment that “at least 17% of terrestrial and inland water areas, and 10% of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem services, are conserved through effectively and equitably managed, ecologically representative and well connected systems of protected areas and other effective area-based conservation measures…” (CBD, 2010a). As with the earlier 2010 target, the 2020 targets are likely to be applied to the six thematic programmes of work of the CBD which focus on marine and coastal biodiversity, inland water biodiversity, and the biodiversity of forests, dry and sub-humid lands, islands and mountains (CBD, 2006, CBD, 2010b).

The continued growth of human populations and of per capita consumption have resulted in unsustainable exploitation of Earth’s biological diversity, exacerbated by climate change, ocean acidification, and other anthropogenic environmental impacts. We argue that effective conservation of biodiversity is essential for human survival and the maintenance of ecosystem processes. Despite some conservation successes (especially at local scales) and increasing public and government interest in living sustainably, biodiversity continues to decline. Moving beyond 2010, successful conservation approaches need to be reinforced and adequately financed. In addition, however, more radical changes are required that recognize biodiversity as a global public good, that integrate biodiversity conservation into policies and decision frameworks for resource production and consumption, and that focus on wider institutional and societal changes to enable more effective implementation of policy.

Two recent analyses have measured protected area coverage for each of the world's realms, biomes and ecoregions - the Centre, 2008 and Jenkins and Joppa, 2009 Expansion of the global terrestrial protected area system, Biological Conservation 142 (2009), pp. 2166-2174, using the WWF Terrestrial Ecoregions of the World. However, data handling procedures differ between these analyses, resulting in differences in the protection statistics reported. Here we outline differences in the use of datasets, present alternative analyses of the protected area coverage of WWF realms, biomes and ecoregions for 2009, and compare the two estimates of protected area coverage.

The bold commitment made by the world's governments to reduce the rate of biodiversity loss by 2010 will soon be tested. On the basis of the continuing declines measured by most indicators, it now seems inevitable that the outcome will be that it has not been achieved. Here, in order to build on the momentum created by the 2010 target, we propose a shift away from a large set of static targets towards a smaller number of specific targets. Specifically, we present three categories of targets (red, green and blue) with examples of each. These relate respectively to (1) those biodiversity outcomes that must be avoided to avert situations that are deleterious for people, (2) the highly valued biodiversity conservation priorities, and (3) an improved scientific understanding necessary for adaptive management now and into the future.

Yet conservation and poverty are multifaceted concepts and the linkages between them are complex and variable; whether and how conservation contributes to poverty reduction in practice will depend on the specific nature of those linkages.To unravel this complexity we explored the portfolio of Fauna & Flora International, an international conservation organization operating in some of the poorest countries and regions. The purpose of this report is threefold: ( 1 ) to summarise current efforts aimed at protecting marine biodiversity in areas beyond national jurisdiction; (2) identify the knowledge gaps that still exist; and (3) initiate a collaborative effort among stakeholders in the ocean community to implement high seas marine protected areas (HSMPAs) using globally adopted scientific criteria. The recommendations that resulted from this analysis are based on a review of projects, organisations and initiatives addressing the high seas as well as an assessment of the current content, scope, and focus of known and accessible databases related to high seas biodiversity. From this we determine gaps, outline current knowledge, and contribute further insights and approaches relevant for the identification and establishment of protected areas beyond national jurisdictions.

Here we describe a method for standardizing the collection and analysis of stories of change that originated in, and is commonly employed by, the development sector. Marine conservation lags behind terrestrial in the establishment of protected areas. National Parks and other protected areas not only provide a safe haven for biodiversity, they provide benefits to local communities and preserve some of the most beautiful places on our planet. Coverage of protected areas is also a specific indicator in the 2010 Target of the Convention on Biological Diversity. Obtaining the data necessary to monitor trends in protected areas requires a massive effort by national authorities to compile, analyse and then distribute this data to the centralised depository of the World Database on Protected Areas (WDPA). With a living and growing system of protected areas that now exceed 100,000 sites covering 19 million square kilometres, you can imagine that this is no small task!

The countries affected by the 2004 Asian tsunami contain the most diverse and extensive coral reefs and mangroves of the Indian Ocean, and some of the richest in the world. Not only are these ecosystems among the most threatened in the world, they also provide numerous essential ecosystem services.It is thus not surprising that reefs and mangroves received widespread attention after the tsunami, with three principal questions posed: Are the tsunami's impacts on reefs and mangroves a further threat to their future survival? Did reefs and mangroves play a role in shoreline protection and reduce structural damage and human mortality? How could reconstruction efforts include actions to maintain these ecosystems and reduce further threats to them?

Protected areas are one of the cornerstones for conserving the world's remaining biodiversity, most of which occurs in tropical forests. We use multiple sources of satellite data to estimate the extent of forest habitat and loss over the last 20 years within and surrounding 198 of the most highly protected areas (IUCN status 1 and 2) located throughout the world's tropical forests. In the early 1980s, surrounding habitat in the 50-km unprotected or less highly protected ''buffers'' enhanced the protected areas' effective size and their capacity to conserve richness of forest-obligate species above the hypothetical case of complete isolation. However, in nearly 70% of the surrounding buffers, the area of forest habitat declined during the last 20 years, while 25% experienced declines within their administrative boundaries. The loss of habitat occurred in all tropical regions, but protected areas in South and Southeast Asia were most severely affected because of relatively low surrounding forest habitat in the early 1980s and high subsequent loss, particularly in dry tropical forests. The future ability of protected areas to maintain current species richness depends on integrating reserve management within the land use dynamics of their larger regional settings.

A fully comprehensive network of areas for the conservation of African mammals, especially those facing extinction, is not yet in place, and further reserves may be needed in the Horn of Africa (Somalia in particular), the Cameroon Highlands, parts of the eastern African coastal forests and Eastern Arc Mountains, and parts of the Albertine Rift Mountains. More and larger reserve areas are also required to adequately cover all the species of South Africa. Parts of these gaps are already covered by government forest reserves, and the importance of this reserve category for the conservation of African mammals, especially threatened species, needs to be better recognized.

However, work on both gorillas and black rhinos questions this shift in emphasis.
